NewsMobile fact-checked the post and found the claim to be false.
A simple Google Reverse Image Search led us to a Tweet by Tej Pratap Yadav dated February 11, 2017.
“Today [I] attended the third convocation ceremony of IGIMS [Indira Gandhi Institute of Medical Sciences] and gave away degree certificate and gold medal to successful students,” his tweet read. (Translated via Google)

Based on the tweet, we ran a keyword search and found an article in TOI from February 12, 2017 (updated October 2018).  According to the report, 78 MBBS, 20 postgraduates, three super speciality course students and 20 paramedics were awarded degrees by the then state health minister Tej Pratap.

The video of the same event was also uploaded on YouTube.

Moreover, according to the affidavit filed by Tej Pratap Yadav for Bihar Assembly elections, 2020, he has passed Intermediate (Class 12th) from Bihar School Examination Board.

We also found that there is no university in Bihar by the name of Takshila. However, there is Takshila College of Education, situated in Patna, Bihar which is affiliated to Magadh University.

Hence, based on the above fact check, it is clear that the social media posts in circulation are false.
