NewsMobile fact-checked the above video and found that the man in the viral video is not Anil Upadhyay.
At the start of the video, he is being addressed as ‘Pandey ji’. We ran a Reverse Image Search using keywords ‘ Pandey BJP’ and found a tweet where he is identified as Munna Pandey.
